Don't ASK to go to the movies. One, you asked when you should tell her what you two are gonna do. And two, if you're gonna tell her what you two are gonna do it better be worth doing. Movies aren't fun or exciting, go out to the city and walk around or something.

A few other people have mentioned this but movies are a bad idea. Taking photos would be better. You have a lot more opportunity to talk and escalate. You can have her pose for a photo and walk up to pose her. Grab her hand and act like you're moving it into place, grab the back of her neck (while still holding her hand) and move her head slowly to face you (while looking in her eyes). Steal a quick glance at her lips then go for the kiss.

Soft next.

Invitation > negative reply > did not offer to reschedule > soft next. Not wanting to make plans and failing to schedule something is a sign of disinterest.

In a week or two you can try again, but generally speaking you are going to get the same result. After the 2nd negative reply with no offer to reschedule, you take that as a hard sign she is not interested and move on.

Movies are bad. Go for action dates.

One important thing you didn't specify (so I'll infer) is how you asked. "Hey we should go to the movies sometimes" will get a flaky response 95% of the time. First change what you're doing, and then change how you ask.

"There is this cool festival next Saturday I'm going to. Come with, should be a good time." This way you've taken the initiative and have a concrete plan. You're already going to go (in her mind), so she can't even reject you even if she does have a conflict.

Even then, if she gets flaky and doesn't suggest doing something else at a later date, she's signalling she's not into you. And not all will be. Which means delete her phone number and go introduce yourself to another cute girl.
