Put down the books and go out and start doing. Seriously making friends shouldnt require a script or strategy. Just start talking to people and be genuine. You'll never expand your circle sitting at home reading books.

When I Say No I Feel Guilty.

It's about assertiveness training although the author does touch on making conversation.

I think it's a good place to start because it could be unwise to increase your social circle if you're a soft touch or get upset when criticised.
