The next time you are at that place....(and not level 50 wastey cakes)...find out when she is off the clock. approach her sober. so she knows your genuinely interested in her...and not drunk and horny for anyone. your first impression wasnt all that great....of course she is gonna smile a lot. she's on the clock at a public establishment. she isnt going to be unprofessional. you cant walk into her element and make it your show. if you plan to pursue her.. you put yourself behind the 8 ball to start, but its not hopeless.

Always assume women serving you in a professional (they are working) setting are nice to you because it gets them more money.
Stop focusing on "this one girl"

Honestly, I would just move on, if she actually had to state that you were "drunk" then you were probably a lot more sloppy and having bad game then you thought in your head, she was just being polite about it. Also, she's getting paid to be friendly to you so it's really hard to tell if a waitress or bartender likes you or not, generally it's better to just be friendly/social with them and not try to pick them up while they're working.

If she was into you, she would not have cared that you were a customer.
