I felt that you were too direct. Your compliment was wasted and you might as well not compliment her and just walk up to her and ask for her number.

Compliment her on her nails. she said thanks. Ask her something else about her nails (design, color, etc). Then she answers. You say "oh that's pretty cool. I think it looks good on you. Introduce yourself. Ask her for her name if she didn't already. She gives you her name. You say "Well...elizabeth (or w/e her name is), I think you're kinda cute, lets get coffee sometime?" She can say yes or no.

But you will not come off as a cuck this time around. You'll sound more refined.

Agree with the other commenter, this wasn't really a well calibrated approach. Going from "I like your nails" to "let me get your phone #" doesn't really make much sense.

You need to have a premise for why you're getting the phone #. So continue the conversation, exchange names, then say something like "We should get food together around here sometime" or "I'm trying to meet new people in the area and it'd be great to hangout and get a drink".

If she responds positively, then you can ask for the phone #.

Also, giving a girl a negative response or trying to insult her after her not wanting to give you the phone # (e.g. "Your fingernails don't look so nice") just comes across as needy and butt-hurt.
