As a Romanian guy, I can 100% guarantee that it's fine. Young Eastern Europeans are usually welcoming and can't wait to have a chat with foreigners. Hell, I see Romanians chatting with foreigners all the time in my city.

Just don't approach grandpas in the market, because they might throw a leek at you while shouting "Go back to your country of thieves, you capitalist !", but I doubt you want to approach old people.

Well, talking to strangers on a street isn't something anyone would do. However, if you look like a foreigner, you can always ask for directions and go from there.

Also, eye contact duration is way shorter out there than let's say in Texas, USA.
