Are these cues that girls give as a sign that they want you to approach or just attention seeking?

So I was just shopping at Walmart and I was walking around when I passed a girl and then she turned around and started dragging her feet then she passed me while fixing her bra and drug her feet a lil more and then when I was leaving the area she "ran" into me again and she got in front of me again but this time she kept turning around...

In the moment I was like what's her deal bc I'm coming off of 3 weeks of 12hr shifts (~15 if you count drive and get ready time) with no days off but about halfway home I was like WAIT!!!
