If she’s interested keep going, but don’t make things physical until you feel she’s more comfortable and ask first. She may have some trauma or a psych reason to not like being touched.

Drop her. Hooked up with a girl who didn’t like being touched, I guess she had been through a lot trauma in her past or whatever. It was horrible. Trying to show a little bit of affection would lead to her having a mini meltdown

It probably means that you have not generated enough positive emotions between you, and she doesn't feel comfortable and appreciated to escalate physical intimacy. You rushed too soon for a kiss, when she clearly didn't feel a couple vibe. It will be pretty difficult to get smoothly out of this awkward hurdle. You should clarify this immediately, you can't agree on a relation where "she does not like to be touched". It's probably a burned ground though.

Don't just go in for a kiss. Ask for consent or tell her you want to kiss her to get consent. Every. Single. Woman. I've done this with has expressed appreciation for it. Not all have said yes and getting a verbal no is better than surprising them and having them turn away, likely a little pissed that you didn't say anything first.
