What a lot of people are failing to realize on this sub with these kinds of situations is that any guy or girl in a relationship, could in theory be closing in on the end of that relationship. I think "actual" compatibility, the type that would strongly predict a healthy and longlasting devotion in a relationship, is pretty rare, and unless you have some kind of religious view on marriage and monogamy, it's likely that any given relationship will end at some point. Taking this into consideration, there is absolutely an ethically neutral path to winding up with someone whom you've shown interest in while they were in another relationship.
Are the odds in your favor? Probably not... given that the average serious relationship is probably at least several years long. So the chances that you happen to cross paths with them at a given point in time while they're in the end phase of their relationship is not going to be high (especially true if your in your late 20s, early 30s when everyone wants to get married). But the chance exists, and that may be enough for some to shoot their shot without carrying any guilt (you honestly shouldnt, unless the guy is your friend). I do think with these kinds of situations that building a slow steady rapport is probably going to be the most successful strategy. Allows for some comfort and familiarity to grow organically between the two of you (with some flirting of course). This is especially important from her perspective, as she'll be gauging whether or not to leave her current relationship for something potentially better than her current one (which for the record, I don't necessarily think is some huge red flag a lot of guys make this out to be. It's context specific. People are not monsters for looking at greener pastures. Have to look at the whole picture in a given scenario to know if this is really a flag or not). Unless shes in a really fresh relationship, her leaving her current partner is a decision not made lightly, even if she's in the process of debating leaving.
My stance on this kind of thing, if its just to hook up, best to leave it alone.
If you think you might really be into her, make some small talk, get to know her a little bit and see if she's really the kind of person you would enjoy spending time with, and if so, pursue.
