Meaning it’s a bit difficult to come back from. Sometimes a girl is just inbetween or thinks the guy is moving too fast, but although this one here could have several reasons, her “no” was witnessed by other people. Have you seen those memes that say “sorry, you can’t come back into my life, I’ve already told my mom”? It’s a bit like that. And if she happened to be embarrassed in this situation, then good luck.

You can’t flirt with a girl that feels uncomfortable around you because she has already had to say “no” once. It’s literally like throwing gasoline into fire. You can talk to her here and there, nonchalantly, make jokes etc, but very little at first.
