Wouldn't generalize it like that. Many girls are interested but want you to invest a little bit/ be persistant (persistant, NOT needy). Usually the ones that look out for relationships and want to weed-out the non-commiters.
Especially via text-only it is super hard to build interested to a point where she makes it super easy. So if you are primarily texting with girls you should adjust yourself to having to be more persistant (again - persistant, NOT needy).

Thanks for the reply man, I’m not sure I’m grasping the on “being persistent” I tried setting up a date after she finished finals and she was down but ended up flaking the day before because of things she remembered she had a dog grooming and baptism. Which she ended up having. I don’t know if this were I fucked up but I ended up calling her out on it. Told her “why does it seem something comes up every time we plan on doing something”, she apologized and said sorry. I’m not sure if that’s were I tucked up, is calling her out. I feel like that’s when she started getting more distant

Imo "want you to invest a bit" is not what I would call an excuse. If you really have value to yourself you wouldn't be okay with her experimenting on you. We're men, not labrats.

Generally the difference lies in the emotional attachment you convey during texting.
If you subliminally convey that you are emotionally dependent on how she responses to your texts then you are needy (outcome dependent). However, if you consistantly show interest while always subliminally conveying that it is ok if she doesnt want to hang out with you, thats persistence (outcome independent).
