Ok... grain of salt advice incoming:
You have what I would describe as an "unremarkable face"; you're not unattractive, but there's nothing that really stands out as attractive either.
Some of the things that did catch my attention -
You have a very prominent brow and an unfortunate hairline. I'd suggest letting your hair grow out a bit more (on top) and styling it with gel to give it a naturally curly look. This will conceal your brow better and make your eyes the focal point of your face.
As for your eyes, a bit beady. I recommend a trying some non prescription glasses.
You do have an amazing jawline though. Maybe let the beard and goatee grown in a bit, but keep it trimmed and manicured (no neckbeard). This will add "texture" to your face and paired with the glasses, will give you that "intellectual" look, and then curly hair will add a bit of "playful nerd".
Lastly, dont know what your body looks like, but if you're not in the gym, get in there. Since your face is otherwise plain, your body is where you're going to have to focus on.

You have great arms and shoulders. I'd put a little more time into your chest routine and really get those pecs bulging. Also, your back: really go for that V-shape. Everything else is on track.
Also: Shave/wax your back and shoulders.
Not sure what your style is, but invest in fitted shirts and tees.

If you lift weights I don’t believe you take it very seriously. You should forget about women attraction right now, and just do pure personal self development.

You treat here just like any other human being. But the question is, are you a social being?
Do you just strike up conversations to hit girls only at Starbucks or Costco? If this is you then I can see why it would be unimaginably difficult to talk to girls. Truth is you lack confidence to speak to the hot girl (in my unprofessional opinion take it with a grain of salt) is because you wanna bang her lol.
Let me explain, I don’t know you where you stand in terms of social skills but in my experience I wouldn’t run out of things to say to girls I wasn’t normally attracted to. When it came to girls I was really attracted to that’s when I fumbled the ball because I wanted to smash lol.
So the lesson here is just because you find her extremely attractive doesn’t mean you should treat her any different to girls you aren’t attracted to. If you have difficulty talking to people in general, girls and guys of different “calibers” then it’s more of a social issue than a looks issue.
Don’t get me wrong looks are important, you should present yourself the best you can be. If your hair and fashion can be better than I suggest upgrading to a style to your as it’ll increase the chances of more dates.

I can tell you the reasons:
our society in this media age is obsessed with looks - it's just natural that people internalise that in some way.
one can not easily change one's face so its a good excuse to stay inactive
looks of women are very important for men, so they project that women have that focus as well.
I know it's a really simple question, but how the hell do you get confidence.
I don't know what your mental condition is like, but on the practical side what works for most people is progressive conditioning - like in your training - trying to widen your comfort zone bit by bit, reaching your goal naturally with baby steps.

I don't know what your starting point is. But start with simple things:
saying hi to strangers you like
ask for directions instead of using your phone
try to have small talk with strangers as often as possible
reduce your time online
increase social activities (sport, chess club, music, anything ...)
In many cases low self esteem is just a result of being too much alone ...

You need to run game. How much effort do you put in ? Are you “out there” or on the sidelines.
None at all, really, because when I see a hot girl I instantly discount myself by thinking I'm not good enough. And I wait for women to show obvious signs which never happens. Or I never pick up on them because of confidence - who knows

Good looking females are constantly pursued. They’re is no reason for them to talk to you. Unless your a movie star, you have to put in the work. So how are you expecting for results when your effort level is “none at all”? Your looks aren’t the problem. Don’t let these years get away from you. It’s technically your prime. You need to start talking to women. All of them.

You’re not an ugly guy by any means. If you truly lack confidence, daily affirmations might help you, whether I’m doing it consciously or not, in some way I’m always telling myself something I need to hear.
Also, understand they’re all just people too, most likely they’re nervous too, even pretty girls are insecure. Stop putting certain people on a pedestal bc it’s damaging to your own self image

Your face isn’t bad at all, I’d have to see your teeth but the rest I assure you isn’t bad at all. You have some decent features, I’d say you’re even above average in terms of facial structure
