You said it yourself: Most women who have sex your age do it within a relationship. Casual sex is extremely rare among 17 year olds. You have to wait until they become 19-21 before they really begin to go for casual stuff.

For context I would say around 75% or more of my year are virgins so people don’t seem to have sex very much.

I don't know where you are, but it can't happen if people aren't doing it. Not to mention girls have a lot more to consider when it comes to having sex, pregnancy being one of the biggest concerns, so if they aren't using birth control it's smart for them to not have sex. You might just have to be patient.

This is just a personal story, but I lost my virginity at your age. And it was when I hit up a girl that went to another school on Facebook. I’m not saying that’s what you should do, but there’s definitely a lot of girls who are down to explore you just kinda have to hit up as many girls as possible and don’t limit your options to just the girls at your school. Car hookups were definitely more prevalent when I was in high school, but sometimes girls will coordinate a hookup if they are house sitting or throwing a party. So I’d focus on the networking side of things for getting girls to hang out with you one on one (just don’t be too eager/thirsty). Good luck champ!

Go hang out with the 25% who are having casual sex and avoid the rest.
The next time you're making out with a girl, touch her in more suggestive ways and have her respond. Little things like putting your hand into the small of her back and pulling her body into you, stroking her neck and ears, or playing with her bra straps can advance you from just a makeout into something more.
Make sure your logistics are on point; have a place to take her so you can close.
