I think they may be concerned that if they give you their number, but the date goes poorly, then you might keep messaging them when they don't want to keep talking.
By keeping the conversation on the app, if they don't end up liking you they can just unmatch you whenever they feel like it and never have to hear from you ever again.
Unless they offer you their number, keep the conversation on the app until the second date. I know it sucks, but that looks like the best solution to your problem.
The most important thing to understand when dating as a man is that women prioritize safety over everything else. This is especially true when they are interacting with a guy they've never met. Until you actually meet in person, you are still a stranger with all the risks that unfamiliar men bring. It's not a fair characterization to most guys, but then again the world has never been particularly fair to women in the first place.

Depending on the girl, you might wanna just set up a specific date and time. Have her agree and then you can be like lemme get that number too. It's worked well for me in the past.

It sounds to me like you need to get the number before discussing anything date related. Your message examples also look a bit too wordy. My approach that usually works is simple. After the initial small talk I just say “Free to grab a drink this week?” and if she says yes, then “Cool. What’s your number?”. Then I text her to set up the date logistics.

I normally ask for their number to call them. One conversation, voice call, is usually enough to solidify a date. So I'll just say what's your number I'll call you or more subtle and technical is to qualify them, just say you seem cool, what's your number, I'll message you
There isn't really a formula, just what you're comfortable with and where you're comfortable moving things forward from. Recently, I'm very fast, not really interested in messaging a random woman. I'd just text #? But your follow up has gotta be clean else it will flake. Looking for her to agree doesn't help. Be more clear, more like what's your number than maybe we could exchange numbers. If you know what I mean
Where you might be going wrong is by asking for it, which sounds weird to type out but I mean like, asking for permission for the number.

Go find old posts from a dude called Doc Love. He's got the tough love you need. For this post I'll save you some time... always gauge a woman's interest level based upon her actions. A lack of digits indicates a serious lack of interest. From that point on you are wasting her time and more importantly YOUR time! It's a great shit test of your own to use on women. Ask for coffee then digits or vice versa. If no digits, move on. Always remember: if you want a miserable frustrating dating life then date women that have low interest in you.

I recommend not even dealing with women who refuse to exchange numbers online. It's not your responsibility to pay for the mistakes of other men. If her dating experiences were so traumatic that she can't even bring herself to hand out a Google number to a normal guy on an app, then in my opinion, she has no business dating.
