Snap tends to be given easier than personal phone number.

I say text them whenever you want to. Don't follow some preset routine. Do what you want

As for IG, I would respond to some story (an actual message, not an emoji). If there's none right now, or if the stories don't seem like conversation starters, I would just DM her, chat for a bit, make a couple jokes and see if she's interested in going out.

For example:

"Hey!! Did you finally make it to your brunch??" (Assuming you talked about this)
"not really lol, the hangover was real!!"
"yeah, cocktails are the worst! I can barely eat and it's 4pm already. we should aim for just beers next time haha"
"lol definitely" (here's where you see if she's interested, chat for another bit and then fire away an invitation in some days)

You can keep messaging each other for a couple days if the conversation is going well. Maybe ask her out mid-week for the weekend.

I would advise against asking her out straight up as a first message. Kinda conveys you are anxious about it, or have nothing else to do; you would be giving the situation too much value. Some people could do this and it might work for them, not my style though.
