Nice, I've hooked up with my sister's gfriends so here's how I did it and a couple of pointers:

Don't act like she's your sisters friend, treat her like any other girl that you'd like to...get to know better.

When she's around, look your best, be calm cool and charming...body language is key as well, always act like you're doing a photoshoot for Vanity or something.

Don't introduce yourself, be misterious, maybe tease her about her looks in a playfull way...let her ask about you over your sister.

You're probablly won't have a chance to seduce her at your house, so try finding out if there gonna hang out at a bar or something, it can be any social event at night where there's drinking involved.

You also need to be on the look out for attraction levels, I knew that my sister's friend liked me at the point where we got to the club...I danced with her, got her some shots, picked her up in my arms, chad stuff but didn't go for the kiss at the club...

Do not overthink it too much, overthinking brings weirdness, being attracted to someone is not weird, it's normal
Talk to your sister, see what she thinks of it, you need her approval and support in doing this,
When you have the approval of your sister, go talk to the girl, tell her you just honestly you think she's attractive and ask her out, She may say yes or she may say no, accept both scenarios and don't try to control a narrative, just accept whatever it and do not project it on your insecurities in case of rejection.
