I think you're going in the right direction. The fact that she acknowledged the message you sent with a little heart (I assume it's the iMessage reaction?) is a good sign, but she is probably waiting for you to take initiative. Worst that happens, she's not interested. Go for it!

I'd not message her "Hey neighbor" but "Hey Linda" or whatever her name is. Just a small detail to make it more personal. Neighbor sounds too casual to me. Just an opinion :)

Maybe start your first message with "Hey how was your day? It was nice seeing you the other day" Then ask after if your successful "Do you have any plans for such and such day, blah blah".

The person lives near you and being in proximity to someone is probably one of the most important thing in dating and friendships
