Same thing people do for other fears they wanna overcome, face them. You can do it slowly and systematically but at the end of the day you still gotta put yourself in the situation that you're afraid of over and over so that you'll develop the courage to handle that situation.
Try doing this, it might help.

Sure, you were a coward yesterday, maybe even today. However that doesn't mean you will always be a coward. All it takes is one disruption in the pattern; one singular, definitive moment where you choose to be something greater, and you will shatter that negative self observation. Give yourself permission to fail, and you'll be surprised at what you can do.

Being boring = not opening yourself.
You're not showing vulnerability. You carry a social shell around that deters you into connecting to people.
Depending on you age, it might just be a lack of experience / having opinions on a lot of things. I found that by experiencing a lot of different activities, I started to have strong beliefs that now kind of dictate my lifestyle. That's your frame.
Once you get the frame, you have to stand up for yourself by expressing it.

Unlike most advice here, I'll tell you to KEEP DOING JUST THAT.
Keep being boring.
Instead of trying to having sex with girls, focus on building a social circle with as many female friends as possible. Keep in mind that it has to come FROM YOU intentionally friendzoning THEM. Create legit connections. Throw events. Basically, start surrounding YOURSELF with girls instead of surrounding THEM.
This will massively increase your confidence merely by being constantly exposed to/having girls around you.
And, you can keep being "boring". Really doesn't matter. Most of the time I'm in a cool place surrounded by girls, I CAN'T DO ANYTHING else to create attraction. I NEED to be boring, anything else comes off as tryhard because I'm ALREADY surrounded by girls. Make sense?
In 1~2 months of doing that you'll be a completely new person. And girls love playing matchmaker, so the rest is easy.

I’m currently trying a smile / connect approach with anyone I see when I’m out and about. Sometimes I get a smile back, sometimes it’s a hello, sometimes I’m ignored sometimes I get a disgruntled look.
For me this is just practice / conditioning (been out the game for a few years).
Making connections with strangers is the first step I think.
Today I realised that rejection was a good thing because every rejection is a time I tried. The more I get rejected the more I’m trying.
