You've got to look at it as a "nothing to lose, everything to gain" kind of situation. Don't ask for permission but don't just grab her like she's a sex object either. There's a good chance the "awkwardness" you perceive is due to her trying to read you while you're reading her so you're both making things a like catch-22.

Don't be so concerned if she's into you, just show her that you're into her and leave the rest up to the universe. If she rejects you, just look at it as experiential information you can use in the future and if she doesn't well, then you'll likely gain even more wisdom from that outcome. You need to be the man and lead the interaction. Your lack of confidence and leadership is why this isn’t going the way you want it to. Women want you to be charming and confident, they don’t respond to timidness, which is what you’re projecting right now.
