The one thing I learned about confidence is that it's a mindset really. I believe I am the most awesome person in the world(probably not) and deserve respect and people liking me. I deserve to be happy. So I pursue my happiness. In doing this, I don't really have to be confident, because my pursuit of happiness = confidence. So my advice would be to follow salsa_sauce advice.
Because I have a feeling you clearly are not happy with how your life is going these days, so you have got to figure out how you want to live your life and how you are getting there, and a lot of these steps you need to take are probably the things salsa's talked about.

In your world, you probably are, or at least you should seem so.
The one thing that makes you different from the rest of people is knowledge, you might meet someone and in 10 minutes he/she might seem awesome to you, imagine he has survived a shark attack, or maybe he has written a book, in your head these kind of things can make you feel as if you were nothing in comparison.
Well fuck that, look at where you are at this very moment and consider if that isn't more than surviving a goddamned shark, school, high school, being a child, a kid, an adolescent, loving X, Y or Z.
Waking up every single day in 20 years and going on is more than surviving a shark attack already, taking into account the information YOU have, you are most probably the one guy who has achieved more shit in your world

There's no way I can move out with my current financial situation. I've factored in rent, electricity and food with everything I'm paying now and its more than I have. I could get a second job but I'm not sure I could find a job paying a decent amount that wouldn't mind me not being there Monday-Friday and sometimes on the weekends (overtime is a frequent thing at my current job).
I don't have social anxiety, I'm sorry if I made it sound that way. I just freak out when it comes to trying to talk to a woman I don't know with the intention of getting her number or what have you.
I do kinda have a hobby but its pretty much an all guy thing, I play fighting games competitively. It's nothing big but I hang out with friends and socialize but I don't normally go out of that circle.

That's a type of social anxiety.
It's nothing big but I hang out with friends and socialize but I don't normally go out of that circle.

If you can't move out, you can still take all the other advice that's on this list. Once you've done that, return to the issue of living at home. I bet it won't look so dire, but even if it does, what have you lost? Nothing! You've improved everything else about yourself.

At some point man, you just need to let go of your story. Who says you have low self esteem? You do. Who says you're afraid? You do. Who says you have low confidence? You do. If you went somewhere new where nobody knew you, all your stories may as well be a figment of your imagination. All you have is the present moment, and what's left of your future.
If you keep doing what you've always done you'll keep getting what you've always gotten. You need to take action. Do what salsa_sauce has laid out for you. Slowly work on your social anxiety. I went from being depressed, literally one friend, journaling about how much my life was pointless, to being excited about working up the courage to compliment a MAN on his hat, to approaching ONE girl and running the hell away after, to hanging out with ONE new friend (omg), then my first number close, then date, then kiss, etc.
Just start moving in the positive direction in everything. No matter how small, we change over time. Nothing happens overnight. If you're going to fall, make sure it's forwards rather than backwards.

I also want to add that many 20-something year olds are in your situation. With graduate school and college debt and the bad job market, it's understandable that many college grads resign to leaving with their parents. One of my bros is 24yo, is average-looking, has been going to college on and off for the past six years, hasn't gotten a degree, and lives with his aunt. AND HE STILL MANAGES TO GET GIRLS.

You will get rejected, a lot. Even the best pickup artists in the world get rejected.
There are many reasons you can get rejected. You might not be their type at all, you might say something wrong, they might be in a bad mood, a guy might have been mean to them in the past, they might be crazy, maybe they don't like your shirt.
It really doesn't matter. For every girl that rejects you, and there will be plenty, you learn something.
You will find girls that won't reject you. Until then stop worrying about being rejected.
It will happen.
Confidence is what we look for. If you're not confident on yourself, we're not going to notice you... People go through shit in life, and if a girl can't deal with that she is definitely not worth your time and energy.

This is my few cents. Assuming that your fear of rejection is mainly towards women, my advice to you is don't approach women just yet. Forget about women for now and definitely forget about HBs. For now, my remedy for ya is to just approach GUYS. Sit down and take out your schedue. Find a time, specifically, to go sarging. Sarging here means walking up to guys and ask a question. Once you asked that question, you're good to go. Do that everyday (or however much time you can free) for a month. Say, ask FIVE random guys a neutral, non-gay, non-weird question. Once the month is over, analyze your current standing, and escalate if you can. Eventually, you'd want to approach women.
Personally, I think anything is doable if you break it down so small it's actually EASY to do. If you don't like FIVE, do 2 or 3. Then increase to 5 in a week or two.
EDIT: An example of a good question is just walk up to them and ask for direction. That's pretty neutral and basic, if you can ask a more involved question (like an opinion), I recommend that more.
It's not really so much that I'm socially anxious, I just freak out when it comes to trying to pick women up. I should have clarified that, sorry. I can talk to people fine, women included, but trying to escalate is when it gets scary.

listen to this guy. Do your own research. Come see us at /r/psychonaaut. You only need to do it once. It is not addictive and it will change your life. It changed mine. People who automatically say "don't do drugs" mean well but are misguided. Alcohol is a drug. Its a destructive drug for your body, mind and relationships. Yet the same people who say don't do drugs have no qualms on getting fucked up on alcohol. Lsd on the other hhand, has virtually no negative side effects. It is a healing drug.

Of course, I just meant that it COULD have side-effects and purely just bad for your health. I'm not that old and I haven't tried it but I do imagine that it could be helpful in the right circumstances. I should have explained my thoughts a little more in the beginning. :)
No worries. In my opinion everybody should try mushrooms at some point. But your environment is extremely important if you ever try it, the slightest changes could throw you into a horrific trip so be careful haha. I recommend a walk in the woods with good friends if you get to the point where you want to experiment.
