A lot of places have started to end the lockdown. We have been allowed to meet people here for the last 4 weeks. And we are allowed groups of up to 20 people since the beginning of last week as long as you respect the distance (or 6 people in flats). Just because it's not the same in your area doesn't mean people are breaking the law when they do it somewhere else.

Lots of people don't care about the virus or social distancing, I'm sure you can find some girls who are willing to go on dates.

I'm in OR. Where I live I see a lot of people walking around, and about half are wearing masks. Everything is still closed though.

Its not tough, if you go outside, people will be there. Trails, parks, beaches, random spots.
The only question is if the girl is down. Also as other have said, your house or their house. Either of you make some food, the either brings drinks. Or watch a movie/ Netflix

Italy here, yes.
Where to go?
Have a walk, go to some gardens. If it's winter I really don't know, maybe waiting for the sunny day is better than nothing (if cafes are closed).
Do I wear masks?
Yes. Dont be socially awkward, sometimes pull it off to show your smile. Non verbal is better then verbal.
How do I touch the girl?
Let her do the work. Despite I would never date a girl that goes "keeps distance" , if you have to, let her come closer. The rule is always the same: don't chase.
The easiest and simplest would be to just have a date or hang out at my place, but it's tough on a 1st date to get a girl to agree to that. Thoughts?

I will not be socializing outside of my immediate household until a point where the threat has subsided. I'm overweight and the family members I'm living with are in the at risk group. Now if I get fit (on track for November), and come up with a distancing plan within my household, then maybe.
Edit: downvote all you want, but I'm always going to prioritize the life of me and my loved ones over pussy. The pussy will be there when I'm back
