Good job on having the courage to approach... but next time, keep in mind that if they're occupied or seem to be in the middle of a task your chance of getting a positive feedback will not be likely... it's best to approach them when they're not busy or move on... It's one thing to shoot your shot, it's another to shoot your shot at an unlikely target.

I practice what I preach and in my experiences negative first impressions are in the 5% or less range. Basically almost never.
Anyone that’s outside is pretty much on their way to do something or are in the middle of something. I can’t recall the last time an attractive woman was standing around doing absolutely nothing.

Ok you have your way and I have mine.
And mine works for me. I go in as soon as I see the girl. I stop them from walking, or on the phone, or whatever. I don't wait around wondering if they're of age or not.
I've been doing this awhile and I've had zero problems with #metoo or law enforcement or mall security.
I guess I'm not running into the issues you are cuz I've occasionally opened girls 1 or 2 months away from 18. I've never had problems from it.
Edit: Just watched your vid. This definitely isn't the US. In the US you can do what I'm saying without issues.

Did you even watch the video? Could you tell how old that girl was? I find it very hard to believe you haven't had at least a few underaged girls if you are following the method you describe. I'd really like to go out day gaming with you and see how you make the decision on who to approach and who not to.

then when their dad is coming you still make it awkward

Good job, that takes balls and not many people do it. Just be careful, cold approaching is also a great way to get “Metoo’d” if you run into the wrong girl.
But besides that word of warning, I would suggest that you approach and talk with everyone in proximity to you; yes even men. This will get you in the right mindset instead of only approaching women you are attracted to. If you are approaching women from a perspective of attraction only, you are viewing her through one distorted lense. I promise you women can smell it from a mile away. Engaging with everyone will get you into the mindset of talking to people like they are just that; people. The much more limited approach of talking to only attractive women is coming from a “take” approach, where she senses that you are only talking to her so you can “get” something.
As the man in any situation, you must bring equal or greater value to a relationship (acquaintance, friendship, marriage etc). Women just so happen to be the sex that is born with much more intrinsic value than men, so in order to level the playing field you have to bring value in other ways (charisma / personality, social, status, monetary). It’s great that you go out and talk to women, but broaden your scope. I’ve often met great women through other men I have met, and not only does that mutuality break down the first “barrier to entry” as a stranger, but some of these women have become my closest friends over the years.
In short, networking will be your best friend. Knowing people is power and influence. Everyone, including men, is a chance to practice and hone your charismatic skills, and you will pick up many unexpected and perhaps lifelong friendships along the way.
Another bit about that word of warning, maybe try consider wearing a hidden body cam if you are cold approaching more women. I know it sounds like an overreaction, but there are some literal bat shit crazy people out there who have the power to completely ruin your life just because they can. A video of the facts can save your hide when it’s your word against hers in a court of law.

Meaning a girl goes to the police about you even though you did nothing wrong, she can twist the situation to make it sound like you did. If this happens you’re fucked because no one will believe the man without distinct proof (a video, hence why he said have a hidden body camera).

It happens to men who sleep with a girl who is ashamed and embarrassed about her one night stand. It happens to men who’s psycho ex gf decides to be vindictive and bring him to court over false allegations.
It happens to a lot more people than “creeps”. it can happen to any man just for being male. Today, it is crucial more more than ever for men to unapologetically protect themselves from whoever they can with whatever tools they have at their disposal.

I think this is a nice idea, especially for getting your confidence up.
I am a big fan of eye contact, and can have lots of fun with flirting from a distance in this way. You catch their eye, engage for a second too long, then look away, then look back at them and smile. It's also fun when you are walking down the street and do this, then you both look back at the same time! It's cute, and gives you a little hit. I'm a girl, so maybe this game is different....but I don't think so, I've met men who do the same, and it works! Flirting is the funnest thing ever! It's a hobby of mine! ;p

I don't know if all women do it to be honest. I'm a bit more dominant than other girls, and I like to initiate the chase.
Oh looking at someone can definitely be considering flirting, just depends on how you do it. It's a bit of a balance to look at someone long enough for them to know you like then, but not long enough for it to be creepy. I've gotten dates with girls and guys from giving them 'the look'! haha.
You can also tell a lot about someone's impression of you by the way they look at you, all before having spoken to them!! Which makes it easier to make an approach if you get a positive reaction just from catching their eye, smiling, or doing the double take!

In a gym setting, while working out, most women & men don’t want to be bothered. I’ve worked & worked iut in gyms my entire adult life and then some. If a girl has headphones on (who tf doesn't wear headphones at the gym?? lmao), then it comes down to whether she's paying attention to you or not. It's easy to tell when someone's interested (at least on some level) at the gym. If they have a hat on with the brim low and they won't look in your direction in any way, then they probably don't want to be approached. Generally, however, if a girl, whether she's working out or not, is paying attention to you from time to time (AKA, she's not in the zone working on her booty like her life depends on it), then I'd say it's possible to approach her and be received warmly.
