Yes, much harder. No drinking, loosening up, you many weary alert people, not romantic lighting etc.

Nothing about this is conducive to a romantic style setting.

She probably wants to see if you're normal before she commits to a whole date - but I always refuse these because they're not laid back enough.

Honestly I've had a lot better results (and saved a lot of money) and hookups with an initial, short date during the day. Usually I'll give myself a time constraint of about an hour or two, take them out to fro-yo, and then walk around browsing some thrift stores near bye. Feels a lot more fun and light than sitting next to each other at a bar, a lot easier to bounce around, and I think the fact that you're not really in a place to go back to your place for sex lowers defenses and builds rapport. Then, you leave them wanting more when you have to leave and they're a lot more receptive to picking up some dessert and a glass of wine for a movie at your place.

Don't get me wrong, I've had success one the first night by setting it up at night with a lot of strategic locations, but once I stopped focusing on sex as the end all be all, I've actually had sex with a more wide variety of women, enjoyed myself a lot more, and improved my social skills by meeting during the afternoon for some low pressure interaction. I guess a better way of saying it is that instead of approaching it as "how can I fuck this girl in as little time as possible?" I feel a lot more satisfied by thinking "how can I have a fun outing with a new person?" then, if things go well, it really just kind of falls into place naturally.
