i'm trying to figure out how tot avoid flakiness after making out and escalating sexually with a girl ?

here is the deal, i met this girl and we were together almost all night, we made out quite a lot, then i got her number (i didnt attempt to F-Close because her sister was with her, visiting for a few days, i think i could have f-close if it wasnt for her sister) , she said "call me", anyhow, after two texts, it would seem that she is flaking. she is not answering

this is not the first time, i wonder, is there a way to avoid this? maybe i'm too into sexual attraction but not building enough comfort , that doesnt make much sense though.
