Talk to her!

Talk to her like she's a person, not like someone you don't dare to dream of fucking. Talk to her about the weather, if it's notable; something she's wearing; the homework; a mutual friend ("Do you know Tina?"); the teacher; another teacher; borrow notes from last week, the topics are endless. But not the "you look like someone I'd like to fuck" that you suggest, for god's sake.

At least, not until you can say it that directly and mean it!

Walk up to her, smile, make eye contact and just say "hey, I've seen you a few times in [name of class]...whats your name?"

Talk briefly about the class, but ask her how she liked it and what she thought about it.

Then just find something interesting about her and ask her about it. Something she is holding, wearing, or doing.

Say "Hey I fucking love that jacket...where did you get it?" or

"hey, i fucking love that hair color, what do you call it? Do you dye it yourself, do you ever go blond?"

Ask her about her.

I like to see compliments as a way of flirting, if you're not going to flirt with her then don't complement her. Now I'm not saying you shouldn't complement people, but I'm saying that when it's a possible woman that you personally like or feel attracted to a complement usually means that she is meeting your standards. Be unique about the compliment, try to make yourself stick out from other people. Calling a woman beautiful is pretty generic, and even if she isn't beautiful she might get that from other people. I like to usually start off by saying that I like their outfit, or something unique like hair or shoes. It shows that you pay attention to detail, and you're taking an interest on her likes.
