Anyways being serious, I think that often times a lot of young men expect girls to be a bit timid and want men to approach. HOWEVER, given recent trends in workplace sexual harassment, guys are often advised not to mess with women from work and this could lead to even the most forward men being hesitant to make talk with the cute girl from the office (or in your case the hospital).
I think in this case you should casually approach him. Simply smile and say hi in the halls and ask him about his work and what not. Then as, the other user suggested, invite him to meet up. But if I were you i'd suggest something outside of work.

What do you want from this guy? Sex or a relationship? if it's sex you control that by default. Plus it's a hospital, the hanky panky that goes down in those is ridiculous so sex with him would be normal/easy. Just talk to him and make your intentions obvious. And I mean obvious for us dumb guys. Not "well I blinked at him twice and scratched my head so he knows I want him!!!" get physical with the dude.
If it's a relationship, just get to know him, invite him out to lunch yadda yadda.

Just walk up and introduce yourself and say "You're new here aren't you?" and he will go on about how he's an intern and such. Then invite him to the hospital cafe'.

Yep. You'll have to be a little more forward eventually, but in my experience, this is how it happens.

Literally make eye contact, approach and ask "Hey, want to get a drink next week? When are you free?". It's that easy.
