Social networks. The right type of social networks in the most targeted and superficial way.

You start with the right people. Attractive people tend to have attractive friends. Male or female, hetero or homo, hang out more with your attractive friends and their friends.

You then go to the right places. Which gyms and bars are frequented by attractive people? Don't overlook niche places like yoga studios, climbing gyms, dance studios, etc. Bars and clubs will vary on your location. Typically the most popular nightlife destinations will have the consistently highest amount of attractive people. Look for places that enforce a dress code. Look for bars frequented by university clientele. If you can't figure out nightlife by googling, literally walk into any city bar and ask for recommendations on where the busiest, loudest spots are. Ad Infinitum.

Seriously. Attractive people have statistical patterns in behavior. Commonly utilized by marketing companies. Make up stores, shoe stores, and froyo places are among frequent destinations but they might be harder to socialize at.

I think you are trying to explain something in reverse logic here, but that's not how it goes.

A guy does not require to do pick up to get girls. He can meet them in countless ways: work, friends, sports, gym, hobbies, etc. And then, attractions is not (only) about saying the right thing at the right time, but also physical attraction, timing, confidence, character and status (and several more stuff of course).

Pick up on the other hand is about building the right skill set for consistency and sexual abundance.

They probably have good social media profiles FB/IG etc. Also at some point of their social life they need to meet new people so they may not practice cold approach but they do know how to meet a friend of a friend also make that girl or guy their friend. All people get the opportunity to meet new people every day but they just have to realize that opportunity or know how to use it.
