I wouldn't contact her too much. Let's say every week once for 3 times at most and no small talk, get immediately to logistics. I recently had the case where i told a girl twice to hang out and she couldn't (gave me reasons which were legit imo but still could be bs). At the third time did the same thing with the thought in mind of being the last time to contact her. The third time the date actually happened and it was great. Would recommend doing the same. Don't be too clingy. In your case you already asked her twice, would wait for a week and setup time/day immediately. If she still being vague...time to move on

Add her to Instagram, then show off. It induces Fear of Missing Out.

Like a song the you hate at first, but eventually you like because it gets played over and over - the slow drip of cool Instagram stuff works like Coca Cola advertisements on her mind.

You will get frustrated expecting a Tinder chick to actually follow up, because she's on Tinder with 30 other guys doing the same thing.
