What is your intent? Do you have a solid intent when you go talk to her? Is it to get her number, take her on an instant date, take her home or just have a friendly conversation? You need to internalize that intent and communicate that with your words and body language.

You are probably failing to touch properly, keeping to just friendly touches and afraid to take a risk. Grab her hand and try to pull her somewhere, pick her up off the ground and spin around with her or just casually start brushing your hand against hers. Stand closer to her than you normally would. Make heavy eye contact while thinking about what you find sexually attractive about her, she'll be able to sense the sexuality in your eye contact. Obviously, if anything makes her uncomfortable, back off immediately and do a takeaway or a push to show you aren't overly committed to the conversation. Don't get down on yourself, just keep practicing!
