you can slowly built up to it if its really hard. Try complementing people each day no matter the sex (nice hair, cool shoes, awesome hat.... etc). Do this until you're comfortable then it should be easier to initiate conversation (cool hat, where'd you get it?) something like that, or simply saying hi works. Just remember the worst thing they can do is ignore you

Fake it until you make it can go horribly wrong when things get to close and are new(!).

Personal experience here. This girl got really really interested in me after I talked to her for 10 minutes. I was actually talking with a good friend of hers. I don't have problems with talking and flirting.

But then she invited me for Netflix and chill and I had no idea what the fuck was happening, she was on top of me, dry humping me. I shut myself down by over thinking, over analyzing the situation and that's where I FAILED hard. It was all new to me. And I learned from it. And that is what you want.

Why does it require confidence to talk to her? What are you presuming? What pressure or importance are you placing on talking to her above that of talking to anyone else?

When you say things like "I just can't" you are not giving yourself the chance. Why can't you? There's a saying by I forget who but its "whether you believe you can or you can't, you're right."
