Oh leave the hired help alone. She has to serve you and be polite, and she can't leave if she doesn't like it. Go find a woman who isn't a captive audience.

No compliments. If she's hot she gets compliments all the time. If she's a waitress, double the previous statement. You can go ahead and be like everyone else, sure, but it will likely get you no farther than anyone else.

In a situation like this, I'd just be direct about it. "Hey, you seem like a person I'd like to get to know better. Can I get your number?"

But be sure to do that after the bill is paid for obvious reasons.

I'm a beginner, I have no idea how to open waitresses but I know a cool story of how a guy did it.

Cute waitress is super friendly and makes eye contact with him the entire time he's at the diner. He makes eye contact and smiles, but that's it.
Time to pay. He asks for the bill. Cutie comes with the bill.
Her : Will that be cash or credit?
Him : Cash. I need credit to buy you dinner tomorrow.
