So the first step would be to make sure that he isn't just being oblivious. If he isn't then he just might not be that in to you.

Try holding eye contact with him. It's simple and most guys will respond positive to that. Physical escalation is already mentioned in another comment.

Since he is not so interesting to text with, you should try to arrange a meeting with him instead. And make it a relaxed hangout or something playful and fun, possibly together with more people. You can always isolate him from the others if you want privacy. Maybe you have some upcoming activities or events where you can invite him along?
