Seduction is like a dance, the man leads BUT that doesn't mean the woman can't or shouldn't do anything. Seduction, like dancing, is call and response. Think when a man leads on the dance floor he also presses his hand against her waist to intimate the direction of movement and she responds in turn, but she doesn't just stand still.

What a woman can do, is make sure to create room for the man to lead in the direction she wants. All of this is low key and subtle. You should be able to play it off as nothing if need be, glances, touches, smiles, jokes, movements (so much can be communicated with your eyes or a lingering touch on the arm or leg.) You're building up sexual tension so that the first time he touches you in THAT way, it's like releasing a damn of energy. Building up that energy is the fun part- seduction. The old will they, won't they.

Some men complain that women are too subtle in giving signals, but that's why the secret is to escalate until they get it. Worst case: it's unrequited and you play it off as your playful nature OR best case: he makes a move. Either way you maintain your plausible deniability, while not coming off as aggressive. Again this is for more traditional roles, I'm sure some women feel more comfortable being more upfront.
