I've just downloaded Tinder so didn't have an occasion to, but i honestly wouldn't DM them out of the blue. If they posted their IG it's likely they put lot of stories, so just try to pick them up like you would normally do on IG: wait for a story you can use to spark a conversation and then work along it.
