If the sustained eye contact happens organically you can approach. If it was you forcing it like a staring contest you shouldn't.

Either acknowledge or greet the person within 3 seconds of mutual eye contact being established. That is how you are looking at the person without staring, and you already broke the ice.

I dont know where you are from, but usually in my culture, if a girl makes eye contact with you it's a green light to immediately approach and expect a good responce.
