You're obviously an option here. Do you really want to wait for a girl who has no intergrity to tell you the honest truth? Think about it. Even if it works out for you later, if she's seeing you as an option while she's still with her boyfriend, what do you think she'll do once you're her boyfriend?

I'd sit back and relax now. She's made a verbal commitment to come to you first and initiate - so let her. If she doesn't, don't worry about it.
Don't consider her dating material though.

Nah she's stringing you a long. She's keeping you as back-up in case it doesn't work out with her current relationship. That means you may be waiting a long time for her to become single. Why waste time waiting?

You're being used as a second option. If her and her bf break up and she wants to hook up with you as a rebound/make bf jealous/etc. then go for it if you're cool with that. That's as far as you should go with this chick though anything above that and you're going to get played.
Don't even give her much emotional attachment either, she sounds like a bitch who either doesn't know what she wants or is using you.
It's like that old saying goes, "If it's between me or him, choose him." The message being that you're wasting your time and integrity by letting a girl choose whether or not you're a second option
