Looking down demonstrates submissiveness and/or attraction. I always assume the both. A maintaining gaze could be attraction/interest or courtesy. It's hard to tell unless witnessed first hand. Usually it means attraction/interest if the woman is smiling as well as maintaining gaze. However, women tend to maintain gaze in social interactions more so then men so it could very well be nothing more than simple courtesy.

It might or it might not be an IOI, but sometimes believing that it was an IOI can help you boost your confidence and make the set better.
