Never tell them they're pretty. In fact, never give them a compliment initially unless it's sarcastic and slightly negative. I don't really follow PUA but from what I understand that's called a "neg".
Don't apologize. It's a public place, you can talk to whoever you want.
You're not bothering anybody. That's a bad mindset to have. Think of it as a compliment. She was good enough for YOU to come up and talk to her. She missed out on you. It wasn't the other way around.
The "I have a boyfriend" line could be true. It could also be a lie. Your best bet when you hear that is to say something ridiculous like "Don't worry, I'm not the jealous type." If she continues to be negative, take it as a social cue that she's not interested and move along with your ego intact.
She might have been a bitch. She might have been a normal person. She might have been testing you. She might have been engrossed in her book and upset that you interrupted her. She might have been a number of things... it doesn't matter and you should never view a woman negatively because of their initial reactions to you. Smile, say "It was nice talking to you. Enjoy your book." and walk away.
This was your second approach. Really think about the points above and go do ten more. Get rejected 10 more times. Don't take it personally. It's good for your self-development.
Go get rejected 50 times after that. Learn to enjoy it. It's funny. Inbetween those you'll have success, but the key point is that you shouldn't give a fuck if some girl doesn't give you her number, or kiss you, or fuck you. It's your life. You're the star and she's just on the production crew. There's a lot more women on the crew.

Your looking for people that are compatible with YOU, you are not trying to be compatible with them. She is not interested means she not suitable for you.

Approaching is a WIN WIN scenario. You get the girl or you learn Learn to be charismatic , sociable ,confident, determined , persistent, vulnerable, funny , sexual , leader and so on. Just keep trying. If you have ever shot a gun, did you miss on the 2nd try and give up or will you just keep shooting until you are good at hitting the target?

You at least can read a girl, if she shows disinterest from the very beginning you have rough seas ahead. If a girl shows interest her answers will show it. Most girls click into dating mode the moment they interact with a guy they like, so check that feedback!
