Here's a cute one I just thought of:

Try taking a big piece of paper and writing a short opener on it. Something really simple like, "Hi!" or "Hey, what's up?" Then walk up to a girl, hand it to her and stay there (or sit down next to her if possible). Naturally, she will open it and read it, and smile (or look confused). If she tries saying something, shush her with a smile and mime that she should write on the paper. Then just have your conversation with her on paper. To number close, ask her to write it down on the paper. Or you can try moving her by suggesting you two get out of here.

If the library is not that strict, you can just use exaggerated whispering to communicate. So walk up to a girl that looks bored, sit down next to her and loudly whisper something like, "Hey, what are you studying?" You don't need anything fancy.

i have tried this one on the gym but i guess it could work in this case too. If target has headphones just stand of them and when they look at you, bring your hands to your ears as if you are removing headphones, when they do ask them ' i am sorry but you looked super focused and i was wondering what you where listening to'. From her you can tease her about her music selection. Now if this is a setting where you know that you will see her again, you can just say thank you and eject. Next time you see her ' say, hey Radiohead girl! im going to give it a try today' to open conversation. The idea below sounds good too, i guess someone finally found a good use for index cards!

what worked for me once was the following:

I was working and this girl sat a few tables down across from me. Somebody entered through the door and was still talking, so she got annoyed and looked around what was happening. I saw her annoyance and raised my fist over my head in mock-uproar. She smiled and the ice was broken.

Once you've made her smile it's easier to approach. I could have gone up to her and asked her if she wanted to go for coffee, but I met her by accident in the hallway and chatted her up there.
