If you text, focus on a solid plan. Don't give options, don't beg and never again offer to be around. She won't text until there is enough rapport. I suck at text, so I avoid it and just use texting as a tool to establish a location and timeframe. It's always good when a girl thinks your are funny.

I've heard this before, and sure that could be the case. But sometimes people are genuinely busy.
I like to assume that a girl isn't playing games with me. If she says she's busy, I'll reschedule for another time. I won't stop pursuing her until she verbally states that she is not interested.

This is a good way to see things, but like with everything in this world, it isn't the only truth. Some women will play games, or simply put, not feel confident enough to be upfront with others. This of course isn't a purely feminine trait, but a trait of evasive personalities, for the sole reason of keeping the peace.

... but with a good amount of experience you will soon find out that your time is much better spent learning the much neglected form of communication called: Subcommunication. Without trying to make a blanket statement, the majority of women in this world will not speak out straight when it comes to rejecting a man who is interested in her. This can be for various reasons, but most of the time it's coming from a massive count of unwanted advances from men. A girl is being hit on by men on a regular basis, and the more desirable she is, the more she has to fight off thirsty guys not taking a no for an answer. As we know, being men, we prefer direct confrontation over subtle hints and being "lead on", but women know from experience that this form of rejection will most likely result in wasted time, discomfort and potentially violence from said rejected men. No wonder young women will try to hint, and hope that the guy will finally understand that she's not interested.
Just as a rule of thumb: Ask once, when she is busy reschedule, if she is still busy leave it be, since if she is actually interested, she will come up with a better proposal herself! This is how interest works.

Laughing, is....not a good indicator espacially in social situations of large groups.
But text her anyway, and try to invite her to a soecific thing, she declines ask her when she is free so that you two can sync your schedules. If ahe is still reluctant, you choice would be to try and get more flirting inbetween study where you can just approach and chat. Maybe she is on the fence still, and you need to overcome that social or personal herdle of hers. (If it were easy.....)
