rule of thumb: TWO TEXTs MAX. As in if she doesnt reply to your first text, wait at least a day or two and then send another one concerning another topic and NOT a "hello?" type text that refers to your previous text.

if she doesn't respond to the 2nd text, then you've exhausted your texts. do not send her any more.

if she really wants whatever to happen with you, she'll have her phone on her ass, replying nearly immediately.

No you do not. Texting can be a bitch at times, use it just to set up dates. If the girl isn't responding to these texts then it's best not to continue

While I don't believe there are any rules per se, you have to analyze why this would bother you.

I heard someone say sometimes that as soon as you want to text someone because of an outside stimulus, eg. she's not responding, then that's a good indication you shouldn't, and that you put way too much thought into this person.

In the end, even if you'd see this as an rejection down the line, would you want to be with someone like this?

I'm not saying let her to just yet, but do other things. Meet other people. You're not bound to this girl, any girl, and if she doesn't appreciate you then that's really her loss.

TL;DR: No, she's not worth the effort you put in. Wait for her to come to you and handle it from there by meeting up.
