Don't do it over text... that's something you ask her about in person. The best time is probably during foreplay. You could just be like "Are you into any kinky stuff like Dom/Sub stuff."

I second this but I wouldn't do it during foreplay. Just start a conversation about what the other person likes in the bedroom and then lean towards asking dom stuff when you see an opening.
