Seriously, just go over to them like a normal person. Just make eye contact and introduce yourself. Don't try to memorize any lines, or use any routines.
As for approaching a girl who's with her parents, just don't do that. I know that it can work in some instances, but it simply isn't worth it.

Here's how I usually open. I only use this because it fits my personality, and you should use something that fits your personality as well.
"Hey, girl. I thought you looked cute, and I just wanted to say hi to you". What's your name, my name is Tim. [insert situational remark here]." After the situational remark, you can ask her about anything, here's an example.

Me: "You know, your bike looks pretty spotless. Did you buy it recently"
Her: "Yeah, I bought it at [store]. It's pretty awesome, isn't it?"
Me: "So, I guess your old bike was pretty much kicking the bucket?"
Her: "No, I'm actually riding a bike because it's good for my health. I used to have a motorcycle, but I've decided to be more healthy."
Me: "Ah, you care about health. You know, I learned in chemistry that fat fish, like salmon, sardines and tuna can actually improve your heart, because they are rich in omega-3 fats"

As for getting her number, just ask it whenever you feel like it. Do not ask for her number at the very end of the conversation, but keep the conversation going for a bit after you've gotten her number.

I love this subreddit. Typical situation: you go into some shop, talk to a girl and try to attract her by asking her if she is netflixing..

As always just be sociable. Can you talk about more than your order with the cashier? Can you talk to the olderly lady in the line behind you? If not you probably don't need to approach girls. Cold approach is hard and needs a lot of social intelligence and abundance. You don't want to fuck the olderly woman or the cashier. So train your social intelligence with them. If you can do that and you are not needy and goal-oriented you can easily approach woman.

Also chose situations that favor your position. Why asking a girl with parents around? What do you expect from such a situation? If you are hot AF and have established secret eye communication you can secretly give her your number (like you two against the world). Everything else sounds stupid.

Once you have some good theory, go out and talk to girls. Start simple if you have to:

I like your hair.

And then walk away or keep walking like you want nothing from her. And then add a bit each time.
