I've actually found this to be a surprisingly bad strategy (coming from a guy who used this strategy a lot). You don't want to be that guy who only thought of one joke and keeps saying it over and over. I've found it much better to bring up new things. For instance, a story about some awesome thing that happened to me that day. Basically, I think for texts you need to go back to "Attraction" where you're trying to DHV and show her you're awesome again.
On the other hand, if it's been a while, it can be good because you want her to remember about the fun you had together.

I'm talking more in the second scenario. I use the one time rule, I can only use a joke from the last time we hung out once.

I don't like texting, primarily because it's so convenient and you're likely to overdo it without even realizing it. I'd say try to keep text communication with a girl you've just met down to an absolute minimum; it's just too easy to make yourself seem 'too available.' And besides that, girls are more interested in the other elements of communication then just the stripped down literal word.
