Here's what I've been told and something I figured out that works for me.

First, the advice I was often given was to not leave right after getting her number but to stick around and continue with your conversation. Also, to give her a nickname, tease her, or have some inside joke so you can use to anchor back to your discussion when you call/text. This is good advice; just don't call her "princess" out of the blue thinking it will stick.

Have a solid, engaging conversation and mention something you're going to do pretty early in the talk ie. "I go ice skating on Tuesdays with friends." Don't invite her right away unless she seems really into it. Later in the conversation, mention she should tag along with you on Tuesday and get her number. Otherwise just get her number and know you can invite her to join you later. Understand that none of this works unless you build attraction and get her comfortable around you. Phone numbers could just be a polite way for the girl to get rid of you even if she has no intention to reply.

Here's what I found that makes numbers stick for me: text her right away. I found that this breaks the phone communication barrier. If you're having a good conversation and she's laughing, as you're typing in her number just text her anything funny (typically a meta comment about your interaction - who is that awesome guy you're talking to?). If I've gotten IOI's I tend to use "I'm talking to his cute girl...she's alright..." then act like I never sent a message, carrying on in normal conversation as before. Usually she'll text back right away and play along. Now texting her later won't be a weird ordeal since you've broken that wall.

Just because the number is usually necessary for the followup does NOT mean that it is sufficient for it.

I used to think that getting a number was one of the boxes you check that gets you closer to getting laid or getting a relationship or whatever. So my thinking at the time was GET ALL THE NUMBERS.

It'd be 1 in 3 girls were number closes and 1 in 10 number closes had any followup. Then I realized that a girl could just give you her number to be polite and/or to get rid of you at the time. Now, it's 1 in 8 girls are number closes, but 1 in 2 have follow up.

TL;DR: Just because you got the number doesn't mean she's interested.
