Probably not. One easy way to tell: tell her that you're not interested in being friends and that if you meet up and like her you're probably going to kiss her. If she says she doesn't want to meet up then next. I've done this with both results in the past, but usually her mind is made up.

If you were experienced enough not to ask this question, you'd have come up with the same solution that I did: be a good, fun, engaging friend who isn't trying to get in her pants, and she can help wing for you, helping you meet scores of other girls.

The answer will depend on what kind of person you are and your style, but hear me out. Why would you spend your time on her (also money) for someone who wants to be only friends?. You are looking for something more than that.

What I would say is something along these lines "I'm sorry. But I'm not interested on another friendship, I am looking for something more and I was hoping you would be it. To be frank, if I hung out with you pretending to be friends, I would probably try to kiss you"

This way you are being polite, a true gentleman, but you are still including the teasing and playful talk. Most importantly, you are showing her you have balls and that you are the kind of guy who obtain what he wants. If this was a shit test, she would quickly realize that you are the guy she wants and drop the innocent facade.

In case that she is not interested in you. Then not of these things matter, but you demonstrated you are the one who rejected her, not the other way around. You are showing her that if she doesn't give you what you are looking for, you are willing to let her go. Politely, but firmly.

The only way she might be useful is as a way of demonstrating social value, particularly if she's hot. Take her out to a bar, have her prominently on display, if she's comfortable with it, get somewhat physical with her. Then pick up other women around her.
