Easiest way to tell is if they offer another time to meet or not. If she's being truthful, she'll say something to the effect of, "I can't on Tuesday, but my weekends are usually free." Or she'll agree to a later date when asked. If she's just blowing you off, she'll drop an excuse and not offer a window for further inquiry. "I'm really busy this week. Sorry."

I had a girl that did this too. Just keep asking. If she was busy, you'll get a date eventually. If it was a no, you can't make her date you any less.

I never bothered trying to learn how to tell. It's irrelevant whether or not she's actually busy, or she's just trying to let you down easy. If she's actually busy, try again and see what happens. If she's just letting you down easy, try again and see what happens.

Don't worry if she is busy or not and invite her on the days you are free to do things. "Me and my friends are doing this on "day" it's going to be a blast and you are welcome to join." This way you already have plans and if she goes thats nice if not who cares. Or you can invite her on a thing that you want to do with her on a day you are open. If she says shes busy and doesn't offer another day than who cares...try at a later time but don't only talk to her to set up days to hangout. Small talk yourself to showing her that you are interesting and she will hangout with you and never look desperate to hangout!!!

If she is letting you down nicely it's her loss or at least you should always have that mentality and you will be golden.
