You're overthinking this. Say hey when you pass a hot girl in the hall if you want, or don't. It doesn't really matter. The idea is to treat people like you treat your friends/acquaintances, like it's just totally natural for you to say hi to someone.

If you want to talk to a girl, yes having a normal human conversation with them is a good idea. If you just want to say hi, you can do that too.

I generally reserve the blatant "Hi / Hey" as something to say in passing to someone that you see on a regular basis. This is a good way to acknowledge her existence and create a sense of familiarity; however, I personally find just smiling and maintaining eye-contact while passing a lady to be much more effective.

Following a hello with a simple question tends to be most effective so long as the question is authentic. Instead of starting with a statement that flaunts approval (such as your provided quotes) try initiating with a question then following up with a compliment. A blatant statement of approval can give off the vibe that you are eager to praise her and some women may take a simple compliment as a simple compliment rather than an invitation to have an actual conversation.

So, instead of stating "hi, I really like your earrings/whatever", instead pose something like "hey, did you get those earrings from [local jewelry shop]?" then follow-up based upon how she responds to the question. This allows you to feel out her perception of the situation and even get playful in a relatively short time span. If she blatantly brushes you off, then brush it off as well. If she reciprocates well, then feel free to get playful while calibrating yourself to her responsiveness. The important thing is to make the conversation into something interesting based upon an active reading of her mindset. Tell her that she's a chic chick because she's wearing a fashionable set of earrings. Lightly tease her that all the girls wear those sorts of earrings now because they had a clearance sale at Wal-mart. Ask if the pair has any specific significance because it looks like a very fancy pair for everyday wear.

Of course, don't follow-up with something that is nonsensical (saying the article of clothing looks fancy when they're aesthetically nothing special) and don't be too quick to praise the lady.
