This is one of those things you just need to practice. Keep an abundance mentality. Make eye contact, try talking, if it doesn't work then learn from your mistake. There are more fish in the sea.

I am in the same position as you. Just try and remind yourself daily to make and hold eye contact. Don't ferrociously stare people down, just make it, and hold it. When you break first it shows insecurity and shyness.

It is a good idea to make eye contact before approaching, at least in a school/university setting that you are describing. It just helps to set you up in a way.

Trust me, once you start making and holding eye contact you will feel a huge surge of confidence and positive reaction/body language from girls. It seems like BS but you will notice it instantly.

Tl;dr Practice eye contact, remind yourself to hold it, it's very important! Confidence and attraction will follow suit

I wouldn't worry about eye contact at all. Just approach. I don't understand where you got the impression you need eye contact before you approach.
