In Models, Mark Manson classifies these girls as Neutral. They're not necessarily Receptive yet, but they aren't Non-receptive and taking offense to it. Once you can polarize them from Neutral to Receptive by attracting her, she may start to be more physical.

My opinion is if she doesn't say no/show any signs of discomfort. Then she wants it.

I guess it depends on the girl. Some girls just don't like to be active in these situations. Other girls like to take action. If the girl doesn't show any discomfort and goes with it, it's ok.
I personally prefer girls who have more attitude

I'm in a similar boat. HB9 at class just takes it... She doesn't really initiate it, sometimes she does. But she has never shown any signs of disliking it.

Assume attraction until proven otherwise.
