Yup. They can go wherever they want and take the kids until there’s a court order of some kind in place. You can as well.

In CA, once a divorce is initiated, there is a standard restraining order that applies to both parties about various things. One of them is out of state travel…no can do. Not a lawyer and not sure what state you are in but I think it’s common.
